P
polity
A sociopolitical unit made up of a group of persons bound together by a common social contract. Roughly equivalent to a sovereign nation on Earth, though not necessarily as formal or well-defined. Unlike Earth nations, polities don't always have central governments, though there is usually provision for polity-scale governance of some sort. The members of GEC are the polities, not the individual citizens of these polities, just as the UN is a union of nations, not persons.
