The Extra-Terrestrial Intelligence Agency is a branch of the US government, formed after First Contact to keep tabs on the aliens. They are basically what the MIBs become after the existence of aliens becomes public knowledge. There are hints of a dark past that predates First Contact. Anyway, they are charged with monitoring alien activity on Earth and in the Solar System, and trying to get an idea what's going on in the rest of the Galaxy. It's a job for which they're perpetually under-funded, understaffed, and under-equipped, but you do what you can.
